Description

This is a Request for Information (RFI) issued solely for the purpose of market research and to gather information to inform the Government’s acquisition strategy. This RFI does not constitute a commitment to procure any goods or services. The information provided in response to this RFI will not be used as part of any subsequent evaluation or source selection process.  Your response to this RFI will be treated as informational only.  No entitlement to pay, direct or indirect costs, or charges to the Government will arise, as a result of a contractor’s submission of a response(s) to this announcement or the Government’s use of such information.  This is not a Request for Proposals, and the Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI.  The purpose of this RFI is to gather information that will assist the Utility Helicopters Project Office (UHPO) in evaluating vendor capability of meeting its potential needs. The Government has not determined the final acquisition approach. This market research will allow the UHPO to make an informed decision about how to proceed.

UHPO is seeking to engage with the industrial base to assess the feasibility of a commercial modification line to modify UH-60M aircraft over a multi-year horizon.  The Government is not prescribing solutions but rather is seeking insight into what is achievable. This RFI will serve to gauge the industrial base’s capabilities.

A draft Statement of Work (SOW) is provided as a reference document. This SOW addresses overhaul of components, airframe repairs, and upgrades / modernizations. Respondents are strongly encouraged to review the SOW in its entirety prior to completing the RFI workbook. 

The SOW appendix contains a list of reference materials, mainly Maintenance Work Orders (MWOs).  This solicitation contains sensitive information within attachments marked with Distribution Statement D and Controlled Unclassified Information _CUI_. Solicitation attachments marked as CUI will be restricted. Only eligible vendors will be able to gain access to these attachments. Accessing Solicitation Attachments: Complete the following steps to request access:

  1. View this solicitation posting.
  2. Email the name of the person requesting access *SEE NOTE BELOW*, the company name, the company CAGE code, phone, email address, and an approved DD2345, Military Critical Technical Data Agreement to blackhawkcommercialmodificationindustryday@army.mil.
  3. Once the Government verifies your company’s ability to receive these documents they will be transmitted through the SAFE website.

NOTE: The person requesting the attachments must be the individual listed on DD Form 2345.

Complete attached Excel document titled “Black Hawk - RFI Supplier Template”.  This document should be returned in Excel.  Do not convert to another format.

No classified documents shall be included in any response.  Respondents are encouraged to include a cover sheet detailing all proprietary information.  Data submitted in response to this RFI that is marked “proprietary” will be handled accordingly and will not be returned.

Technical questions, data requests and industry responses to this RFI shall be sent via email to blackhawkcommercialmodificationindustryday@army.mil. For all communications regarding this RFI, request respondents put “Request For Information Response – Black Hawk Commercial Modification” in the subject line of the e-mail. 

Final responses to the RFI must be delivered by 1600 Central Time on March 26, 2026.  Responses should be emailed to blackhawkcommercialmodificationrfiresponses@army.mil and include “Request For Information Response – Black Hawk Commercial Modification” in the subject line of the e-mail.

Systems Engineering and Technical Assistance (SETA) contractors supporting the Government will be part of the team evaluating the responses. By submitting a response, you acknowledge and consent to this review, while retaining all intellectual property rights.

SETA contractors are obligated to protect this information from unauthorized disclosure and use, consistent with their contractual obligations and applicable law. This information shall not be used by SETA contractors for any purpose other than evaluation of this RFI response. Industry Day: The Project Manager, UHPO, will conduct an Industry Day to disseminate further information to prospective respondents to the Request for Information (RFI). The purpose of this Industry Day is to facilitate a collaborative exchange of information, enabling the Government to gain a comprehensive understanding of industry capabilities related to modifications for the H-60M aircraft platform. The Government will answer questions regarding the RFI during the Industry Day.  Further questions may also be addressed at the Industry Day.

The Industry Day will be held in Huntsville, AL the week of February 18, 2026. All attendees must pre-register using the form at https://form.jotform.com/252573678611161.

The UH-60 Black Hawk Commercial Modification Industry Day will be held on February 19, 2026. The event will be held at the Auburn University Research and Innovation Campus (AURIC), located at 345 Voyager Way NW, Huntsville, AL 35806. Check-In will begin at 8:30 and the Industry Day will begin at 9:00. The event should last approximately 4 hours. All attendees must pre-register using the form at https://form.jotform.com/252573678611161. Registration closes on February 6, 2026. Early registration is recommended, as seating will be limited. Questions to be answered during Industry Day should be emailed to blackhawkcommercialmodificationindustryday@army.mil no later than COB January 23, 2026. There is limited parking, so carpooling is encouraged.

If the attendee is a foreign national, a passport number and country of citizenship must also be included and provided no later than January 30, 2026.
