HI-PAPAHANAUMOKUAKEA MRNE-SMALL VESSEL

This requirement is for one (1) Firm Fixed Price Commercial Services Contract for Vessel Charter for Conservation Projects in the Northwestern Hawaiian Islands (Papah¿naumoku¿kea Marine National Monument or PMNM) and Central Pacific (Pacific Islands Heritage Marine National Monument or PIHMNM) - Single award Indefinite Delivery Indefinite Quantity (IDIQ), for US Fish and Wildlife use only, one to three trips per year originating from Honolulu, HI. The contract contains a one-year Base plus four (4) additional one-year term options.

See attached SOW and required documents such as the price catalog that needs to be filled out.

Vendor will provide proof or acknowledgement for the appropriate items that:
1. The vessel captain and crew must have experience operating in open ocean waters and demonstrate previous experience operating in adverse sea conditions and conducting safe and successful landings of shore parties in surf on rough terrain.

2. Vessel must be able to maintain a minimum cruising speed of 8 knots in average sea conditions within the operating area.

3. Vessel must have capacity to operate for at least 21 days at sea.

4. Vessel will provide a soft-hulled/inflatable skiff such as a Zodiak that can safely transport passengers and supplies between shore and the vessel and a second backup motorboat who specifications may be determine by the quoter. The environment requires the primary landing skiff to be able to maneuver quickly and safely in near-shore surge to land personnel and gear on a rocky terrace in a small cove in surge conditions. The skiff must be capable of running up on both rocky and sandy landing sites, providing stability and safety while disembarking or embarking people and gear. Fuel for the outboard motor must be stored in U.S. Coast Guard and/or U.S. DOT approved tanks or containers.

5. The vessel must provide deck hoses of salt water or fresh water for cleaning gear and must have fresh water to rinse gear.

6. Deck storage area of at least 200 sq ft for storing and transporting scientific and camp gear and accessories. Deck storage area may be continuous or separated into sections throughout the vessel.

7. Dry storage area of at least 100 cu ft in the interior of the vessel for holding scientific equipment and electronics. Dry storage area may be continuous or separated into sections throughout the vessel.

8. Vessel must provide and maintain clean and sanitary accommodations for both vessel crew and the field party of up to 12 passengers for the duration of each trip.

9. The vessel must be able to provide a minimum of 12 individual beds for passengers along with clean bedding and bath towels.

10. Vessel must provide a potable fresh water supply adequate for vessel and personal use (including showers and laundry) for all personnel aboard for at least 21 days. If a water-maker is not available, then a minimum of 4,000 gal is required.

11. A minimum of two heads and two showers shall be available to the field party. Soap, toilet paper, and paper towels shall be provided by the vessel.

12. Workspaces, berthing, and galley spaces shall be adequately ventilated and free from tobacco smoke, excessive engine noise, and hydrocarbon fumes.

13. In an effort to reduce marine debris pollution, the Captain shall comply with waste management regulations, including but not limited to those as described in Section V of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 (¿MARPOL 73/78¿) and as regulated by the Monuments Managers. The vessel shall be required to have a storage facility, to retain all refuse (except food and paper materials) or a means to incinerate this refuse so that it is not disposed of at sea.

14. Adequate storage tanks for blackwater and graywater to accommodate periods of time when the vessel Special Preservation Areas where no discharge is allowed with the exception of vessel engine cooling water, weather deck runoff, and vessel engine exhaust. Discharge of approved marine sanitation device effluent is permitted within the monuments outside of Special Preservation Areas. Vessels must have the capacity to remain within the Special Preservation Areas for at least 5-days before exiting the areas to discharge waste water.

15. The vendor (or a sister company) is the owner/operator of the vessel.
