2. Set-asides, if applicable: The National Oceanic and Atmospheric Administration (NOAA) Acquisitions and Grants Office, Western Acquisition Division-Seattle Simplified Acquisitions Branch, intends to negotiate and award a firm-fixed priced purchase order, on a sole source basis, under the authority of RFO FAR 12.102(a) and 41 U.S.C. 1901, with AquaLYD for the purchase of two (2) echosounder calibration winch systems (FOB Destination to Woods Hole, MA). The proposed contract action is unrestricted.

3. Codes for services or supplies: NAICS 333923

4. Description: 

(i) The requirement is for two (2) wireless winches for vessel-based calibration of echosounders- comprising of two (2) winch controller/range extenders, three (3) winch reels and railing attachments, storage/ transit case(s), three (3) telescopic poles, storage/ transit tube(s), four (4) batteries, and charger(s). ;

(ii) This presolicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 10 days after the publication of this presolicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The anticipated award date is estimated to be March 15, 2026. ;

(iii) One of more items under this acquisition is subject to RFO FAR 52.225-1 Buy American-Supplies.
