Description:
Consolidated Nuclear Security, LLC (CNS) in support of the Department of Energy is seeking information on how an interested contractor would fabricate, per Y-12 specifications and drawings, a state-of-the-art vacuum gas analysis Life Certification Oven Manifold (LCOM).
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue and RFP in the future. This RFI does not commit NCVS to contract for any supply or service whatsoever. Further, CNS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that CNS will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to the RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it be will be done via formal email from CNS.
Background:
The current ovens are organized into two banks of six (6) Life Certification Ovens. Each bank consists of three leak manifold mobile cart systems; each manifold system serves two ovens. The LCOM #1 subproject will include fabrication, programming, functional testing, integration testing with operational programming in accordance with company provided specifi8cations and drawings for a manifold cart with a mass spectrometer analyzer. Also included will be a control system with a programmable logic controller (PLC) cabinet serving a bank of three manifolds and six ovens which will need to be submitted for approval prior to fabrication. The scope will include the options for remaining five carts with a second PLC and electrical control cabinet.
Planned Production for Base Scope: August 2026 - March 2027
Delivery Period: March 2027
Limitations: Q Clearance required to see installation location. Not required to perform work.
Security Requirements: No Q Clearance required and all drawings and project documentation is unclassified.

Must have a welding program that includes:
* Welding Procedure Specifications (WPS)
* Procedure Qualification Records (PQR)
* Welder Performance Qualification (WPQ)
* Procedure for Control of Filler Material
* Welding visual examination and NDE procedures
* Demonstration of post weld heat treatment procedure and tracking records
Must have a Supplier Quality Assurance Manual.
Experience with the requirements of government contracts is preferred.
