This is a Sources Sought announcement in accordance with FAR Part 10, Market Research. This notice is for planning purposes only and will be used for market analysis in determining the availability of the attached requirement, Ellsworth AFB Grounds Maintenance IDIQ.

All responses will be used to determine the appropriate acquisition strategy for the potential acquisition of grounds maintenance services. The purpose of this notice is to determine interest and capability in providing grounds maintenance services in accordance with the attached Performance Work Statement (PWS) for the 28th Civil Engineering Squadron(28 CES) at Ellsworth AFB, South Dakota. The PWS and attached documents are currently drafts and are subject to change.
It is anticipated that the contract will be a Firm-Fixed Price contract with one (1) base year and four (4) one-year options. The estimated start date for this contract is March 2027 and estimated end date is March 2032.
If your firm has an interest in providing these services as described above, and believe they can meet the requirements, you are invited to submit, in writing, a complete capabilities package. Provide responses to kailee.garcia.1@us.af.mil. At a minimum a capabilities package shall include the following: state skills, experience, and knowledge required to perform this type of work. Include the following information within the statement:
1. Company name, address, point of contact (POC), telephone number, fax number, email address, website, and Cage Code.
2. Company's business size and/or socioeconomic status (i.e. SBA certified 8a program participant).
3. A positive statement of your intention to bid on this contract as a prime contractor.
4. Offeror's joint venture, partnering agreement, or mentor-protégé information if applicable - existing and potential.
5. A listing of any government contracts held over the last three (3) years.
6. If you are a small business, are you considering submitting a proposal as a prime contractor?
7. What are the most critical criteria that would distinguish your company's capabilities from another? Explain.
