This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation is issued as a request for proposal (RFP) for the following requirement:

Evaluation Criteria

Offers will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be technically acceptable and offers the lowest evaluated price.

1. Technical Acceptability:

Offerors must meet the following minimum technical requirements to be considered technically acceptable:

  • Price
  • Past performance at similar events
  • Technical approach.

Failure to meet any of the minimum technical requirements will result in the proposal being considered technically unacceptable and will not be further evaluated.

2. Price:

Price will be evaluated based on the total evaluated price submitted by the offeror, including all CLINs and quoted shipping (if applicable).

Evaluation Process:

  1. Technical Acceptability: Offers will be reviewed to determine if they meet the minimum technical requirements.
  2. Price Evaluation: Only offers determined to be technically acceptable will have their prices evaluated.
  3. Award: The award will be made to the responsible offeror with the lowest evaluated price among the technically acceptable offers.
