Intent to Sole Source –Biomark PIT (Passive Integrated Transponders) tags and scanners
***The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), intends to award, on a sole source basis, under the authority of FAR 6.302-1, with Biomark to procure the following:
Qty. (2) Item # GPR - Global Pocket Reader - w/HDX
Qty. (2) Item # AQUAPAC LARGE V2 - Large Aquapac V2
Qty. (3,000) Item # BIO10.B.03V1 PL.SY - Pre-load Sterile Syringe 10mm
Biomark provides sterile PIT tags in the size and needle gauge as required under the NOAA Fisheries (NMFS) and U.S. Fish and Wildlife Service (USFWS) research permits. It is imperative to maintain consistency with the data accumulated using Biomark tags in the past. A switch to a different manufacturer, if an option were to become available that offered exactly what we need to comply with our strict NMFS and USFWS research permit requirements, could compromise the integrity or comparability of our existing datasets. This would be counterproductive to meeting our sustainable fisheries and endangered species mandates.
***The sole source determination is based on Biomark's capability to meet the above requirements.
Deliver by April 15, 2026
The applicable Size Standard is North American Industry Classification System (NAICS) Code 334220, with a Small Business size standard of 1,250 employees. This is a simplified acquisition with an estimated value of less than $350,000.00 Total.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 9 DAYS AFTER PUBLICATION OF THIS NOTICE. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
