1.0 SYNOPSIS
This is a Sources Sought Synopsis, NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to conduct market research to identify parties having an interest in and the resources to support the requirement for a statewide high school advertising campaign. The Government is seeking to identify qualified sources under the North American Industry Classification System (NAICS) Code 541850, Outdoor Advertising. The information received will be used to determine the appropriate acquisition strategy, including whether a small business set-aside is a viable option. All small business categories are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
2.0 BACKGROUND
The Delaware Air National Guard has a requirement to procure comprehensive advertising services to enhance brand awareness and support recruiting engagement among target-age demographics. The campaign will span approximately 15–16 high schools across the state of Delaware, providing consistent exposure during high-traffic athletic events to students, parents, and local communities.
3.0 DRAFT REQUIREMENT / SCOPE OF WORK
The Government is seeking a contractor to provide all necessary resources to execute a statewide advertising campaign. The anticipated scope includes, but is not limited to, the following services across approximately 15-16 designated high schools:
- Digital Advertising: Display of 20-second rotating digital advertisements on indoor gymnasium scorer’s tables during high-traffic athletic events.
- Static Banner Advertising: Provision, placement, and removal of indoor and outdoor banners (approximately 3’x5’ to 5’x6’) in high-visibility locations.
- Audio Announcements: Coordination and execution of Public Address (PA) announcements during select athletic events.
- Community Engagement: Facilitation of one (1) "partnership night" or similar engagement event per school, per year, for recruiting personnel.
The schools include: Smyrna High School, Indian River High School, Dover High School, Woodbridge High School, Lake Forest High School, Middletown High School, Ceasar Rodney High School, Appoquinimink High School, Concord High School, Mount Pleasant High School, Alex I du Pont High School, Brandywine High School, Padua Academy, Milford High School, and Sussex Central High School.
4.0 INFORMATION REQUESTED FROM INTERESTED PARTIES
Interested parties are requested to submit a capability statement that demonstrates their ability to perform the services described in Section 3.0. Responses must be limited to 5 pages and should include the following information:
Part 1: Company Information
