Presolicitation Synopsis Notice - 2026 National Scout Jamboree Personnel Life Support Services
The USPFO for WV Contracting Office in WV intends to issue a Requestion for Proposals to award a single firm fixed-price contract for personnel life support services for in support of the 2026 National Scout Jamboree.
The contractor shall provide a self-sustaining base located at Combat Trains Command Post (CTCP) Victory (south region of Summit Bechtel Reserve 37°53'25.2"N 81°06'40.2"W), in Fayette County, WV, and additional support tentage at the Raleigh County Memorial Airport (RCMA) located in the surrounding area. Services will include: site design, preparation and maintenance (pre-, during, and post- award); food: delivery, prepared and served; potable water delivery and distribution; lodging for up to 375 personnel at the CTCP Victory; HVAC; generated power; lighting; cots; several support tents (dining, operational command, etc.); ice; latrines; black and grey water removal; showers; fuel for all contracted support equipment to maintain base; sinks; dumpsters; trash cans; trash removal; interior lighting for tents and exterior generated tower sets.
The contract duration will be from 14 July 2026 to 2 August 2026. This project is set aside as a 100% Total Small Business set-aside. The North American Industry Classification System (NAICS) Code is 561210, with a small business size standard of $45,000,000. The tentative date for issuing the solicitation is on-or-about 19 February 2026.
