REQUEST FOR INFORMATION

The Marine Corps Installations National Capital Region – Regional Contracting Office (MCINCR-RCO), located at Marine Corps Base Quantico, VA, is conducting market research on behalf of the Human Resources and Organizational Management Branch (ARH). The purpose is to identify vendors capable of providing qualified instructors to deliver Project and Program Management Training Seminars to its Civilian Employees.

INTRODUCTION: This Request for Information (RFI) is issued for market research and planning purposes. It provides industry an opportunity to ask questions and offer suggestions regarding the draft Performance Work Statement. The Human Resources and Organizational Management Branch (ARH) is seeking an experienced Contractor/Vendor to provide the mix of Project and Program Management (and related) training seminars which will provide their employees with an improved foundation of management tools. This request is not for consulting services.

REQUIREMENT DESCRIPTION:

 The Contractor/Vendor shall provide all labor, supplies, materials, and transportation for the instructor as necessary to provide the MCNCR Civilian Marine employees and their supervisors with a detailed understanding of the below listed courses:

Managing, Multiple Projects, Priorities, and Deadlines: Managing multiple projects can be challenging, especially in a fast-paced, understaffed environment. This class is designed to provide practical guidance on expertly managing multiple projects, priorities, and deadlines. The focus of this course is to equip participants with practical strategies and tools to effectively handle competing demands and achieve goals in a fast-paced work environment. This class will review prioritization, task management, and deadline adherence, emphasizing both structured planning and individual time management techniques.

Introduction to Statistics: This course will be designed for beginners who want foundational knowledge of how statistics works, within professional settings. Participants should learn and apply statistical concepts during class, as practice, to both convey important memos and influence perspectives. Participants must learn how to use basic statistical formulas within Excel and practice briefing stakeholders on statistically backed findings.

Introduction to Analytics: Supervisors/Managers and employees who attend this training should come away with analytical frameworks that allow them to effectively communicate and present the implications of their data to supervisors and leadership. Employees must learn actionable tools to think analytically and critically about the task, situation, or problem at hand. Once completed, employees should feel confident about their ability to quickly analyze and summarize what they have both read and heard.

Creative Program Solving Skills: The purpose of this class is to provide participants with tangible skills to generate new approaches, perspectives, and solutions to familiar problems. Employees must learn what creative problem solving is and learn the steps necessary to think creatively. Participants should learn methods to streamline the decision-making process and create better professional outcomes.

Fundamentals of Project Management: Supervisors/Managers and employees who attend this training have project management experience and seek to improve their effectiveness as project managers. The skills they must learn are how to backwards map for more complex and prolonged projects. From the beginning to the end of each project, employees must learn how to create multipronged project schedules with varying deadlines and multiple stakeholders.

This is a REQUEST FOR INFORMATION (RFI) ONLY to obtain industry’s feedback on the anticipated technical specifications, potential cost and performance risks, as well as any other related considerations for the required supplies/services. This Request for Information (RFI) is issued solely to gather industry feedback regarding the anticipated technical specifications, cost and performance risks, and other relevant considerations associated with the required supplies and/or services.

Please provide input on the following:

  1. Capability: Can your organization deliver all products and services outlined in the Requirement Description?
  2. Barriers to Competition: Are there any conditions, certifications, or proprietary constraints that could limit fair competition?
  3. Proposal Interest: Are you likely to submit a proposal for this requirement? Please explain your reasoning.
  4. Commercial Availability: Is this product/service commonly available in the commercial market?
  5. Pricing Structure: Can this requirement be fulfilled under a Firm Fixed Price contract?
  6. Competition Influencers: Are there any specific conditions, requirements, or limitations that could affect open and fair competition?
  7. Rough Order of Magnitude (ROM) pricing gives the draft requirements. If unable to generate estimates at this stage, specify what additional information would be needed. Pricing should reflect all costs associated with course development and delivery, including travel expenses, if applicable. Please note that the ROM pricing is non-binding and shall not be construed as a formal pricing proposal.

SUBMISSION DETAILS:

Submissions shall reference RFI No. “M00264-26-RFI-0010 “Program and Project Training” in the subject line.

Interested vendors who wish to respond to this RFI should send responses no later than 12:00 PM Eastern Standard Time (EST) on January 29, 2026, via email to the following email address: Leticia.M.Thomas.CIV@usmc.mil (Contract Specialist)

Request responses shall be provided in no more than 4 pages.

Questions and comments regarding this requirement will be accepted, reviewed and answered if the Government determines responses are warranted.

The Government will not consider any vendor email that is incomplete or is not addressing this RFI questions. The Government reserves the right to determine if a response addresses this RFI, is not complete, and/or to not review a response without any further communication with the vendor supplying the information.

Submissions must include:

  1. Responses to the “Industry Feedback” section of this RFI.
  2. Business name and address.
  3. Name of company representative and their business title.
  4. Type of Business.
  5. Cage Code and UEI; and
  6. Contract vehicles that would be available to the Government for the procurement of the service, to include General Service Administration (GSA), Federal Supply Schedules (FSS), NASA SEWP or any other Government Agency contract vehicle. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personnel reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423.

The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
