Description
Brookhaven National Laboratory (BNL), operated by Brookhaven Science Associates (BSA) for the U.S. Department of Energy, is issuing this Sources Sought Notice for market research purposes only. This is not a solicitation and no award will be made from this notice.
BNL is seeking qualified vendors capable of providing portable supplemental water softening (demineralization) vessels and associated services for the Central Steam Facility (Building 610) located in Upton, NY.
The purpose of this requirement is to provide softened boiler makeup water during peak demand periods when the capacity of the existing on-site water softening system is exceeded. The contractor shall furnish portable ion exchange vessels, delivery and pickup services, off-site resin regeneration, and related technical support.
GENERAL REQUIREMENT SUMMARY:
• Provide and maintain four (4) portable water softening vessels on-site at all times
• Each vessel shall be capable of treating up to 100 gallons per minute
• Vessels shall contain approximately 30 cubic feet of ion exchange resin
• Vessels shall be skid-mounted and suitable for forklift handling
• Treatment objective is reduction of total hardness to less than 0.3 mg/L as CaCO3
• Vessels shall be delivered fully regenerated and ready for immediate service
• Contractor shall perform on-demand vessel exchanges
• Contractor must be capable of performing emergency exchanges within 24 hours
• Contractor shall provide a dedicated service representative with response within 8 hours of notification
• Contractor must be capable of commencing services within two (2) weeks of contract award
Services shall include delivery, pickup, off-site regeneration of resin media, and provision of operations and maintenance documentation. BNL will provide rigging services for offloading and loading at the facility.
The anticipated contract will be a multi-year service agreement with fixed pricing elements.
Vendors responding to this notice shall demonstrate:

Capability to meet the technical and response requirements described above
Interested vendors shall submit a capability statement not to exceed ten (10) pages that includes:
• Company overview and relevant experience
• Description and specifications of proposed equipment
• Description of regeneration and logistics capabilities
• Ability to meet 24-hour emergency response requirement
• Business size and socioeconomic status
• UEI number and applicable NAICS code
