Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 14 - Sealed Bidding.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR 12 and 14.

BY SIGNING THE SF1442, THE CONTRACTOR IS CERTIFYING THEY HAVE CONDUCTED A SELF-GUIDED INSPECTION OF ALL BRIDGES ON THIS INVITATION FOR BID. All work to be performed under the contract awarded will be in accordance with FP03/24 and USDA Forest Service supplements.  

This is an Invitation for Bid (IFB) will result in award of a firm-fixed price contract. Award will be made using a Lowest Price responsive/ responsible evaluation. The government intends to award One (1) contract based upon overall low bid.  Terms, conditions, and the requirements, Road Bridge Inspection Report is provided for this project(s).

Project Title: Bridge 521-2.9 Replacement Kisatchie NF LOUISIANA

Set Aside: Total Small Business Set-Aside (FAR 19.5)

Location: NFSR 521-2.9 over Bear Creek, Grant County, Louisiana at mile post 2.7260.  The project is located on the Winn Ranger District in Natchitoches Parish, Louisiana on FSR 521 at milepost 2.9. The project is approximately 14 miles SSE of Winnfield, Louisiana.   Latitude 31.776351  /Longitude -92.546279

Scope of Work Summarized: The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided in the contract, to successfully complete the following work on National Forest Road (NFSR)  utilizing/meeting FP-03 and 24 standards. This project is for the replacement of NFSR 521-2.9 over Bear Creek, Grant County, Louisiana at mile post 2.7260.  Rehabilitation to include but not limited to the following (See SOW/Plans/Etc for Complete Details): Mobilization of personnel, material, and equipment;  20302 Removal of Existing Bridge (Remove Piles or Cut Piles Below Grade); 20801 Structural Backfill Cubic; 20803 Structural Excavation; 25102 Placed Riprap, Class 2 (La Dotd Class 130);30208 Crushed Aggregate Surfacing Course; 55101 Prestressed Concrete Pile, 14" X 14"; 55201 Structural Concrete, Class A, (Ae); 55218a Precast Concrete Member, Abutment Pile Cap;55218b Precast Concrete Member, Pier Pile Cap; 55218c Precast Concrete Member, Wingwall;55218d Precast Concrete Member, Backing Plank; 55301a Precast, Prestressed Structural Concrete Member; 55301b Precast, Prestressed Structural Concrete Member; 55401 Reinforcing Steel, Grade 60. 

SCHEDULE:

Site Visit: Contractor will self-tour the bridged and certify on the Schedule B for each line item. An organized site visit is not scheduled. Bidders are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.  NOTE: The bridge is currently closed to ALL traffic.
