Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated October 1, 2025.
This procurement is set aside 100% for small business. The NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors with a Small Business Size Standard of $19.0M.

- Estimated Period of Performance: February 2, 2026-April 1, 2026.
- Basis for Award: The Government will award a firm fixed price contract to the offeror responsible whose quote, conforming to the solicitation, is determined to be the most advantageous to the Government. The evaluation will be made based on the offer that is capable of successfully fulfilling the requirements in accordance with the attached SOW listed in Section C to the Government’s approval and acceptance. Vendors shall complete the table in Section B-Schedule of Items with their offered pricing. Vendors shall submit a quote with Firm Fixed pricing to include a technical capability statement. Failure to provide adequate information for technical subfactors a & b will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration. The following factors shall be used to evaluate offers: Technical Capability.
Offerors are instructed to provide information to demonstrate capability to perform gas furnace installation services to include procurement, demolition, removal, disposal, delivery, installation, connection and reconnection.
- Evaluation factors and significant subfactors that establish the requirements of acceptability shall be set forth in the solicitation.
- Tradeoffs are not permitted.
- Offers are evaluated for acceptability but not ranked using non-cost/price factors.
Selection Process:
The Government will perform a comparative evaluation of quotes based on the following factors and subfactors: Technical Capability
Factor 1: Technical Capability
Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation. In order to meet the Technical Capability Requirements, offers shall address the following factors:
Factor a - tools, equipment, training, and general business practices should be developed in the statement or document to satisfy an evaluation panel that you the contractor has a level of technical capability that meets or exceeds the requirements to perform this work.
Factors b - Provide specific information to gain a better understanding of the requirements to include procurement, demolition, removal, disposal, delivery, installation, connection and reconnection of a Lennox ML196DF090XE48CK 90,000 BTU Gas Furnace or approved equivalent that documents and addresses your firm’s experience and capability. You may provide your own drawings, illustrations, documents, or photos to support your capability to perform the work.
Past Performance
Provide a list of similar projects within the last 3 years that demonstrate the contractor’s capability to perform the subfactors in the technical requirements. Past performance is necessary for the Contracting Officer to determine if the contractor has the experience necessary to perform the work. Each reference shall include: Project title and location.
-Dollar value and period of performance
-Description of work performed and results achieved.
-Customer point of contact (name, phone, and email).
-CPARS or reference letter, if available.
The Government reserves the right to contact any references or other known clients for verification.
Price
Offerors shall complete the pricing schedule in Section B for all CLINs. Provide unit pricing for Parts including: All materials/supplies including Lennox ML196DF090XE48C Gas Furnace, Condensate Line, LP kit, Insulated Metal Duct, Gas Line, Flue-PVC , along with labor category rates and any applicable discounts. Prices must be in U.S. dollars, rounded to two decimals.
