Description
Enclosed is a Request for Proposal (RFP) No. 19SN1026R0004 for the replacement of the existing Daytank pump with a new pump system on Generator #1 at the U.S. Embassy in Singapore. If you intend to submit a proposal, please carefully follow the instructions outlined in Section J of the solicitation, complete all required portions of the attached documents, and submit your proposal in strict accordance with those instructions.
The U.S. Government intends to award a firm-fixed-price contract to the responsible offeror submitting the lowest-priced, technically acceptable (LPTA) offer. The Government intends to evaluate proposals and make award without discussions; however, the Government reserves the right to conduct discussions if determined to be in its best interest.
Please pay attention to the requirements outlined in the DOSAR 652.242-73. All vendors must possess the necessary licenses and permits required to conduct business in Singapore. Offerors are responsible for ensuring full compliance with all Singapore laws and regulations, including obtaining any required licenses, permits, and tax identification numbers prior to award and throughout contract performance. Offerors shall include in their proposal a brief narrative describing how they will comply with these requirements.
Electronic proposals must be submitted with the subject “RFP 19SN1026R0004 - Replacement of Generator #1 Existing Daytank Pump” to SGProcurementRFQ@state.gov no later than March 16, 2026, at 16:30 (local Singapore time). Proposals received after this time will not be considered. Proposals must be submitted in English. Incomplete proposals may be rejected.
The submission must be in MS Word 2007/2010, MS Excel 2007/2010, or Adobe Acrobat (PDF) format and must not exceed 30MB per e-mail. If necessary, larger files should be divided and submitted in multiple emails, with each e-mail not exceeding the 30MB limit.
Each proposal shall consist of two (2) volumes, as specified in Section J of the solicitation.
All questions regarding this solicitation must be submitted in writing to SGProcurementRFQ@state.gov by February 19, 2026, at 13:00 hours (Singapore Time).

Offerors are strongly encouraged to complete their SAM registration as soon as possible if they intend to submit a proposal.
