Non-Tactical Vehicle Lease for Combined Joint Task Force Horn of Africa

This is a Sources Sought notice only. This is not a Request for Proposal, or an Invitation for Bid. There will not be a Solicitation, Specifications, or Drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

1. The purpose of this sources sought is for market research to determine interest and capability of potential qualified firms relative to North American Industry Classification System (NAICS)  532112 - Passenger Car Lease with a small business size standard of $47M. All responses shall be used to determine the appropriate acquisition strategy for any anticipated future acquisition. This Sources Sought Announcement is not a Request for Proposal; it is a market research tool used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy.
2. The Naval Facilities Engineering System Command Europe, Africa, Central (NAVFAC EURAFCENT) is seeking potential firms capable of performing under an Indefinite Delivery Indefinite Quantity (IDIQ). This will be a follow-on services contract to provide non-tactical vehicle lease to Combined Joint Task Force-Horn of Africa at Camp Lemonnier, Djibouti.
3. Responses will include the organizations Unique Entity Identifier — to determine contractor responsibility, as well as any relevant information that is not listed — which the Government may consider in finalizing its market research. It is requested that interested sources submit to the contracting office a brief capabilities statement package of no more than three pages in length, single-spaced, 10 point font minimum demonstrating ability to perform the requested services identified below.

The government is interested in vendors capable of providing lease and maintenance services for roughly 100 non-tactical vehicles of the following types:

• large sport utility vehicles (4WD)
• extended cab pickup trucks (4WD)
• heavy duty pickup trucks (4WD)
• passenger vans (2WD)
• heavy duty sport utility vehicles (4WD)
• flat bed trucks (4WD)
• 25 passenger buses
