Description
This Request for Information is prepared in accordance with DFARS PGI 206.103-1 sources sought requirements. This proposed bridge contract is being processed on a sole source basis. The North American Industry Classification System (NAICS) Code for this acquisition is 23821.
The Regional Contracting Office (RCO) Bavaria intends to Award a bridge contract on a sole source basis to Mickan GmbH (hereafter referred to as “Mickan”), at Wernher-Von-Braun-Str. 24, 92224 Amberg, Bavaria, Germany. The bridge contract will be a modification against the Repair and Installation of Various Electrical Systems within USAG Bavaria, Contract (W912PB23D8001). The modification will provide continuity for the operation and service of Army DPW Bavaria. Contract W912PB23D8001 was awarded on 16 February 2023 with current period of performance end date of 31 March 2026. This current period of performance will be extended through 30 September 2026.
The proposed contract action is for services for which the Government intends to negotiate with one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.103-1. FAR 6.103-1 states “when supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” Frank, is the only company that has the capability to accomplish the critical and immediate schedule for continuity of USAG Bavaria’s mission to avoid the negative impacts of a lapse in coverage.
The Government anticipates no changes from the current contract in the type of tasking or scope. Due to the breadth and complexity of the work, urgency of the requirement, and level of transition required, it would be cost and schedule prohibitive for any contractor other than the incumbent to ensure continuity of operations at USAG Bavaria. As such, the bridge contract with Mickan is necessary to ensure continued support of USAG Bavaria.
The place of performance is at United States Army Garrison (USAG) Bavaria.
The bridge contract action is expected to be awarded no later than 01 April 2026.
This is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
