The Mission and Installation Contracting Command - West Point, NY (MICC-West Point) is issuing this SOLICITATION for Propane Delivery Services at the United States Military Academy (USMA).
The estimated period of performance is 08 September 2026 – 07 September 2028 (base period plus one one-year option period).
This requirement will be a 100% set aside for Women-Owned Small Business (WOSB) concerns under NAICS code 324110 - Petroleum Refineries. This industry comprises establishments primarily engaged in refining crude petroleum into refined petroleum. Petroleum refining involves one or more of the following activities: (1) fractionation; (2) straight distillation of crude oil; and (3) cracking (size standard 1,500 employees) and PSC S204 - Housekeeping- Fueling and Other Petroleum. In order to be eligible for award, offerors must be registered as a WOSB under the appropriate NAICS code in the System for Award Management (SAM) at SAM.gov.
Site visit is scheduled for 10:00am ET on Tuesday April 7, 2026. Attendees are instructed to assemble at the MICC-West Point Office located at 681 Rogers Place, First Floor Lobby, West Point, NY 10996. All interested contractors are requested to RSVP to the MICC POC (below) in advance to coordinate attendance no later than Monday, April 6, 2026 at 4:00 PM EST.
All Visitors must proceed to the USMA Visitors Control Center to get a pass to enter West Point. Instructions are available at https://home.army.mil/westpoint/about/visitor-information
