Notice of Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested, as well as any large businesses. The results from this source sought notice will be used to determine set-aside. The intended contract is a firm-fixed price supply purchase. The SBA Non-Manufacturer Rule class waiver under NAICS Code 325120 for Gases, Industrial (I.E., Compressed, Liquefied, Solid), Manufacturing is anticipated to be used for this potential acquisition. The Department of Veterans Affairs, NCO20 is looking for sources of the following: Weekly delivery of dry ice (100 lbs weekly) to Portland VA Medical Center in accordance with the Statement of Work below. Statement of Work: 1. Statement of need VAPORHCS Pathology and Laboratory Medicine Service require a supplier to deliver dry ice for use by the send out department for shipping and packaging referral laboratory specimens. P&LMS is seeking a contract duration of 5 total years, 1 base year plus 4 option years. 2. Description of supplies needed a. 100lbs of pellet or nugget dry ice delivered weekly. Dry ice must be scoopable. Facility has a 100lb container that the vendor will place the dry ice in. Desired size of dry Ice pellet or nuggets ½ to 5/8 IN diameter and 1.5 IN in length. 3. Delivery information Deliveries will be made on the first day of the week after the weekend which will usually be a Monday. In the case when Federal holidays fall on Monday (see link below) the delivery will be made on Tuesday. Invoicing Contractor to invoice monthly. 7. Regulations Must comply with CFR 49 related to transportation because dry ice is classified as a hazardous material due to its properties. For air shipments, if applicable, dry ice falls under the International Air Transport Association Regulation and falls under dangerous goods regulations.
