Description

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is hereby soliciting information from the overall industry for the fabrication of a Mobile Launch Vehicle (MLV). This fabrication will be specialized for the launch of scientific balloon payloads.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested parties are responsible for monitoring this website for the release of any solicitation or synopsis.

Scope of the MLV consists of at least one (1) MLV delivered within 18-months after award, with the following minimum and maximum specifications:

  • Min: 820-REQ-13 MLV Chassis
  • Max: 820-REQ-NBOC2-40-1

There may be an option for a second MLV.

Interested parties having the required capabilities necessary to meet the above requirements described herein and above, should submit a response of no more than five (5) pages indicating the ability to perform all aspects of the effort.

The response should include at a minimum:

  • Contractor’s name
  • CAGE code
  • And a short narrative that states interest and the Contractor’s ability to meet the minimum, maximum, or a mixture of scope. For example:
    • Minimum: “Company 01 is interested in this opportunity and can perform the minimum scope as defined in 820-REQ-13 MLV Chassis.”
    • Maximum: “Company 01 is interested in this opportunity and can perform the maximum scope as defined in 820-REQ-NBOC2-40-1.”
    • Mixture of Min and Max: “Company 01 is interested in this opportunity and can perform a mixture of the minimum scope as defined in 820-REQ-13 MLV Chassis and maximum scope as defined in 820-REQ-NBOC2-40-1.”

Please advise whether the requirement is considered a commercial or non-commercial-type product. A commercial product and commercial service is defined in FAR 2.101, Definitions. Respondents may be contacted for additional ROM/pricing information.

All responses and questions shall be submitted electronically via email to Bianca Peters (bianca.a.peters@nasa.gov) and Amy C. Canfield (amy.c.canfield@nasa.gov) no later than 5:00 pm Eastern Time on April 17, 2026. Please reference the SAM.gov Notice ID in any response.

This special notice is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.

FAQ

How do I use the Market Snapshot?

It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.

Is the data live?

The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.

What do P10 and P90 mean?

P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
