Description
Notice of Intent to Sole Source The requirement will be sole sourced to Parata Systems, LLC., 106 Roache Drive, Durham, NC 27037. Parata Systems, LLC. for the provision of the Parata ATP2-E480 Automatic Tablet Packager, including proprietary software, installation, integration, training, and preventive maintenance services required to support VA pharmacy automation operations. Parata Systems, LLC. is the only source for required proprietary software, installation, integration, training, and preventive maintenance services. The vendor has proprietary software that is not offered or authorized to third party vendors. A sole source letter was received from Parata Systems service department which states that Parata doesn t authorize third-party vendors to service Parata equipment due to proprietary hardware and software, to include software updates. This contract also requires remote access to perform diagnostics for expedited service/repair of the ATV2, which is a highly specialized system. All software patches and a manufacturer s maintenance service plan. All warranties and guarantees on the system are voided if an unauthorized third-party vendor is engaged. This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.501, soliciting from a single source. The NAICS code is 339112 and has a size standard of 1,000 Employees for this procurement. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit information no later than 11:59 p.m. CST, March 06, 2026 to: mario.russell@va.gov. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Market research indicates that no other manufacturer s automated tablet packaging system is compatible with the existing Parata infrastructure without substantial modification, duplication of cost, workflow disruption, and potential risk to patient safety. Required Capabilities Interested vendors must demonstrate the ability to provide: Full compatibility with existing Parata pharmacy automation systems Integration with proprietary Parata software and interfaces Equivalent unit-dose packaging accuracy and labeling functionality Compliance with VA medication safety and pharmacy workflow requirements Response Instructions This notice is not a solicitation.
