Description
Presolicitation Notice
The U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District intends to issue a commercial services solicitation, W9127N26QA059, for the repair of the asphalt at Green Peter powerhouse located at Green Peter Dam, Oregon. The Contractor will be responsible for removing the existing asphalt and up to 4” of fill, disposal will be offsite, providing and installing approximately 152 cubic yards of asphalt. Installation will start at the access gate and continue to the edge of the powerhouse totaling approximately 4104 square feet. The Contractor will also be responsible for arranging roadway closures with the Government and providing flaggers, signs, detours, etc that may be necessary to complete the asphalt installation. This is a non-personal services requirement. Perform these services in accordance with the terms of the contract as defined in this Performance Work Statement and comply with all local, state and federal regulations.
The solicitation will be issued as a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) Code is 237310 - Highway, Street, and Bridge Construction and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $45.0M. The Product Service Code (PSC) is Z2LB – repair or alteration of highways/roads/streets/bridges/railways.
In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. Vendors that respond to this notice and provide a valid point of contact may be issued the solicitation directly via email. It is the vendor’s responsibility to notify the points of contact below of their interest in this requirement.
If adequate competition is not received the RFQ will be posted to SAM.GOV

The resulting contract will be issued on a Firm-Fixed Price basis with a 90-day period of performance expected.
