Solicitation
1. The attached solicitation is intended to result in the award of a firm-fixed-price contract with 100% option for the M11 Small Arms Storage Rack, NSN: 1095-00-897-8755, Part No.: 8429990.
2. This solicitation is being competed on an unrestricted basis using Federal Acquisition Regulation part 15 - Contracting by Negotiation.
3. There is a technical data package (TDP) associated with this procurement. The TDP is distribution statement "D", export-controlled, and access is limited to Department of Defense (DoD) and U.S. DoD contractors only. Please see Section C.1 of the solicitation for instructions on accessing this technical data. Offerors must be granted TDP access prior to submitting an offer or the offer submission will be rejected.
4. To be eligible for TDP access, an offeror must have a current DD Form 2345 - Militarily Critical Technical Data Agreement on file and certified with the Defense Logistics Information Service. To obtain certification, contractors must submit a DD Form 2345 to the U.S./Canada Joint Certification Office, along with copies of all necessary supporting documentation. Processing time is estimated at six (6) to ten (10) weeks after receipt of submission. The DD Form 2345 and instructions can be obtained from the Joint Certification Program website at:

5. The solicitation, and any subsequent amendments thereto, will be issued electronically to the System for Award Management (SAM) website. The Government will not maintain an interested vendor mailing list. Therefore, it is incumbent upon any interested party to obtain the solicitation and any amendments from SAM. Failure to obtain any amendments, and to respond to them prior to the date and time for receipt of offers, may render your bid nonresponsive and result in its rejection.
