Description

Amendment 0002- Incorportates the following:

1) Answers to previously submitted questions (see attachments)

2) Extension of the deadline for bid submission to Monday, January 19, 2026 at 10:00AM EST

3) Period of Performance/Completion Date has been extended until May 31, 2026

4) Clarification- Respective offerors shall be responsible for applying an approved liquid-applied intumescent/fire-retardant coating in all areas where work is completed per industry standard.

5) Due to an extension in the period of performance, a second site visit has been scheduled for Thursday January 8, 2026 at 10AM at the USP Canaan Warehouse.

Coordination for any site visit will be scheduled through USP Canaan General Foreman, Max Fries at (570)-488-8019, Mfries@bop.gov.  All site visitors will be required to complete a criminal history background check (see attachment) through the National Crime Information Center (NCIC) before arrival to comply with the Federal Bureau of Prisons security requirements. Vendors must complete form labeled "NCIC Criminal History Check" below in its entirety.  All forms must be submitted by 12pm on January 7, 2026.  The website for USP Canaan can be found at: https://www.bop.gov/locations/institutions/caa/."

6) Questions relating to the updated solicitation and second site visit shall be sent to Chris Ficken, Contract Specialist, via email at cficken@bop.gov no later than 10AM on Tuesday, January 13, 2026, In order to provide sufficient response time prior to the offer due date, the Government is establishing the above cut-off date for questions about the solicitation. All offerors shall offer in accordance with the current combined synopsis/solicitation to include all amendments (if any) as issued by the Contracting Officer only.

7) Revised/Updated Price Quotation Sheet (see attachments)

2) Pre-Bid Meeting Minutes, Pre Bid Meeting Sign in Sheet, and Requested Photographs.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.

Solicitation number 15B21526Q00000004 is issued as a request for quest (RFQ), for close cell spray foam insulation installed in requested areas of USP Canaan Warehouse

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06

This acquisition is set-aside for small business concerns. The NAICS associated with this solicitation is 238310, with a size standard of $19M.

 Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102).

Award will be given to the responsible Quoter(s) whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below:

  • Price - The government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable
  • Past Performance – A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. USP Canaan will award to vendors that have a high past performance record IAW FAR 13.106-2(4) (ii) regardless of the quotes with the lowest price.
  • Lead/Delivery Time- Preference will be given to vendors capable of accommodating the agency's specific core date/time and flexible time requirements to ensure continuous service delivery/operations

The Government will evaluate the Offeror’s past performance/experience on a Go/No-Go basis.

Site Visit: Coordination for any site visit will be scheduled through USP Canaan Facilities Assistant Amber Hamilton at (570)-488-8277, A1hamilton@bop.gov.  All site visitors will be required to complete a criminal history background check through the National Crime Information Center (NCIC) before arrival to comply with the Federal Bureau of Prisons security requirements. Ms. Hamilton will provide the NCIC check forms. All forms must be submitted by 4pm on December 19, 2025A site visit is scheduled for December 22, 2025, at 10:00 AM EST. The completed solicitation package, consisting of Price Quote Sheet and Contractor Information Sheet, must be returned no later than 10:00 a.m. Eastern Standard Time on December 29th, 2025.
