Description

THIS IS A PRESOLICITATION NOTICE

This is not an invitation to submit offers or quotes.

The South Carolina Army National Guard anticipates issuing a solicitation directly to at least three known suppliers and sources for fiber installation supplies and kits using the procedures outlined in Revolutionary FAR Overhaul (RFO) 12.201-1(c)(2).

The intended set aside is a Total 100% small business set-aside.

The intended NAICS is 334417, and the intended PSC is 6080.

Anticipated Award Date: 03/13/2026.

Anticipated Award Procedures: In accordance with RFO 12.201-1(c)(2), the South Carolina Army National Guard intends to solicit quotations directly from at least three known competing suppliers and make an award to the quoter that represents the best value to the government at a fair and reasonable price. If interested in being sent a copy of the solicitation, please send an email to Blake Cromer, Contracting Officer, at blake.s.cromer.civ@army.mil. However, the Government reserves the right to limit the contractors solicited to no fewer than three; therefore, including a capability statement is highly encouraged. Requests to be included in the solicitation must be received by the Contracting Officer no later than Friday, February 20th, 2026 at 5:30PM EST. 

Best Value is anticipated to be defined as:

a. Ability to deliver on or before the Government’s needed delivery date no later than 15 April 2026.

b. Quality of the quoted items, to include manufacturers’ warranties.

c. Past Performance: The Government will utilize various methods to determine past performance: Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance Integrity Information System (FAPIIS) and Supplier Performance Risk System (SPRS). Additionally, this agency may also utilize the Contracting Officers or Units personal knowledge of any past contracts to evaluate the contractor's past performance to ensure the best value for the Government.

Purchase Description:  Refer to attached list of supplies required.

Note – IAW RFO FAR 6 It is anticipated this will be a brand name or equal procurement. The brand names shown in column D are used only to help describe the required standard of quality, performance and characteristics required and are not intended to restrict competition. Offerors will be able to propose equal products that meet or exceed the salient characteristics described in column E.

This posting accomplishes the notice requirements required by RFO 12.201-1(c)(2) and RFO 5.101.
