Event Title:  

SURVIVABLE AIRBORNE OPERATIONS CENTER (SAOC) PROGRAM AND 2-BAY MAINTENANCE HANGAR AND TAXIWAY CONSTRUCTION, OFFUTT AIR FORCE BASE (AFB), NEBRASKA (NE) 

The U.S. Army Corps of Engineers, Northwestern Division – Omaha District (NWO) is hosting an in-person Industry Day (with a virtual option) on 22 January 2026 to provide additional information and gain feedback from industry on an upcoming requirement for the overall Survivable Airborne Operations Center (SAOC) Program in addition to the 2-Bay Maintenance Hangar and Taxiway Construction at Offutt Air Force Base (AFB), Nebraska (NE).

The 2-bay hangar project provides a fully enclosed 280,200 SF 2-bay maintenance hangar with Operations (OPS) to accommodate maintenance activities for two (2) fully enclosed Boeing 747-8i aircraft.  This facility will also house an Aircraft Maintenance Unit (AMU); 8,000 SF of consolidated tool kit (CTK) space; and 8,000 of contractor logistics support (CLS) supply space. The project’s construction includes, but is not limited to, concrete foundation and floor slab, steel high bay, standing seam metal roof, dual bridge crane telescopic maintenance platforms, motorized hangar doors and tracks, fire alarm and suppression system to include cranes, and all necessary support. Aircraft hangar requires such areas as administrative, tool room, supply/bench stock area, storage, shop areas, emergency shower and eyewash stations, locker areas with shower, and break area. Includes secure space. Sensitive and/or Special Access Program spaces. This project is authorized a generator, per AFI 32-1062. Includes utilities, pavements, site improvements, communications and all other necessary support to provide a complete and useable facility. Hangar access airfield pavements will clear, excavate, place base material and concrete pavement, asphalt shoulder, airfield markings, storm water retention, storm drainage, lighting and all other necessary support. Appropriate cybersecurity measures will be applied to the facility-related control systems in accordance with current DoD criteria. Facility will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria 1-200-01. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facilities Criteria 4-010-01.   

The event will allow prime contractors, subcontractors, and suppliers to learn about this program and upcoming 2-bay hangar construction project. The event aims to seek industry input regarding best practices and examples of past success on similar projects. The morning portion of the event will include presenting the project history, a summary of major work features, constraints and challenges, and project delivery methods. A live question and answer session with USACE personnel will immediately follow the presentation. Prime construction contractors only with single bonding capability of $400M or greater will have the opportunity to request one-on-one interviews with the Government in the afternoon to provide feedback specific to the 2-Bay Hangar/Ramps and Taxiway Construction acquisition. More information below. The Government anticipates this procurement to be solicited as an Unrestricted competitive fixed-price type contract. The estimated magnitude of construction for this acquisition is over $500,000,000. In addition, the anticipated construction delivery method is design-bid-build (DBB).

For the purposes of targeting most highly capable contractors for the 2-Bay Hangar/Ramps and Taxiway project, priority will be given to prime contractors who can bond $1B or greater for a single project:

Attendees will be screened by a metal detector upon entrance. Plan accordingly.
