***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-SEATTLE INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF 41 U.S.C. 1901 AND RFO FAR PART 12.102(a)), WITH FREEMAN DECORATING CO FOR EXHIBIT BOOTH BUILDOUT SERVICES TO BE PERFORMED AT 415 SUMMER STREET, BOSTON, MA 02210. NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 561920. 

***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT FREEMAN DECORATING CO IS THE ONLY VENDOR THAT  IS AUTHORIZED AT THE SEAFOOD EXPO NORTH AMERICA TO PROVIDE BOOTH FURNISHING SERVICES AT THE EVENT. THERE ARE RESTRICTIONS ON VENDORS ALLOWED AT THIS EVENT AS A SECURITY PRECAUTION TO PREVENT ANY FRAUDULENT ACTIVITIES OR SERVICES. 

PERIOD OF PERFORMANCE: MARCH 15, 2026  TO MARCH 17, 2026.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION OR A REQUEST FOR ADDITIONAL INFORMATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 10 DAYS AFTER PUBLICATION OF THIS PRE-SOLICITATION NOTICE.
