Z2BZ--Base Elizabeth City Building 48 Female Restroom Rehabilitation

The Contractor shall provide all supervision, labor, equipment, parts and materials to renovate and modify an existing female restroom (one toilet & one lavatory) and add a single shower enclosure. See attached Statement of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 236220 and size standard of $45M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on APR 02, 2026 via email to frank.m.powers@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contract Specialist at the email address listed above, no later than NOON MAR 26, 2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on Mar 24, 2026 at 1000 at Building 48, Base Elizabeth City. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.
