NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
This announcement constitutes the only notice that will be published.
The Federal Bureau of Investigation (FBI) intends to award a sole-source, firm-fixed-price contract with a base period and two option years to TA Instruments – Waters LLC, located at 159 Lukens Drive, New Castle, DE 19720. The contract will be awarded under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The applicable North American Industrial Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing, and the Product Service Code (PSC) is J066 – Maintenance, Repair, and Rebuilding of Equipment: Instruments and Laboratory Equipment.
The FBI requires a certified TA Instruments – Waters LLC technician/engineer to travel to Redstone Arsenal, Huntsville, AL, to perform preventive maintenance services. These services include diagnostic checks, calibration, troubleshooting, and equipment familiarization for FBI personnel. The work is necessary to maintain the original warranty coverage on all TA Instruments – Waters LLC equipment.
Interested parties are responsible for monitoring this site for updates regarding this acquisition. A written justification for this sole-source determination is available upon request.
Parties who believe they can meet this requirement may submit a capability statement by email only to Contracting Officer Adelle Bolton at albolton@fbi.gov no later than February 15, 2026, at 5:00 PM (ET). No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
Information received will be considered solely to determine whether a competitive procurement should be conducted. The Government retains full discretion regarding this decision. No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
