PRE-SOLICITATION DISCLAIMER: This is a Pre-Solicitation Notice (Synopsis) only. This notice is not a Request for Quote (RFQ). The Specifications and corresponding Attachments and Appendices will be included in the publicized solicitation.
The U.S. Army Corps of Engineers, Pittsburgh District, has a need for a Commercial Construction Contract for Siding Replacement at the Shenango River Lake Ranger Station Building in Transfer, Mercer County, Pennsylvania. The scope of work requires the contractor to furnish all labor, materials, and equipment for the complete replacement of the exterior siding system on the Shenango Ranger Station. This includes the demolition and disposal of the existing cedar siding, insulation, and furring boards. The contractor will be responsible for the temporary relocation and reinstallation of all exterior utilities and fixtures, such as electrical services, lighting, and signage, ensuring essential services are maintained throughout the project. The work also involves installing new prefinished aluminum coverings for all window and door openings, which may require the removal and resetting of existing windows. A new siding system will be installed, consisting of pressure-treated lumber furring strips, rigid insulation, and approximately 2,500 square feet of lap cement fiberboard siding with all associated components. Additionally, the project includes replacing the existing cedar soffit on the porch ceiling with cement board soffit and installing new aluminum gravel stops, flashing, and a new gutter at the porch roof to integrate with the existing EPDM roof.

This procurement is 100% Set-Aside for Small Business.
In accordance with DFARS 252.204-7020, all contractors are required to have a current (i.e., not more than three years old) NIST SP 800-171 DoD Assessment on record in the Supplier Performance Risk System (SPRS) to be considered for award. You are required to conduct, at a minimum, a Basic Assessment of your compliance with the 110 security controls outlined in NIST SP 800-171 and submit your summary level score to SPRS located in the Procurement Integrated Enterprise Environment (PIEE). We encourage your company to complete the NIST SP 800-171 Assessment via SPRS prior to the Request for Quote (RFQ) due date to be considered for an award.
Any resultant award will be for one (1) Firm-Fixed Price (FFP) Purchase Order. All responsible quoters are encouraged to submit a quote. The Request for Quote will be issued on, or about, 16 February 2026, via the Procurement Integrated Enterprise Environment (PIEE), which posts the opportunity to SAM.gov.
