Description

The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Institute of Electrical and Electronics Engineers (IEEE.)

This requirement is for the renewal of an online subscription providing access to journals published by IEEE.  The subscription period is for the 2026 calendar year. DOE intends to award this requirement as a sole source to IEEE with one (1) base year. 

The Department of Energy (DOE), Office of Science (SC) has a requirement for current and archived online subscription access to the IEEE’s All-Society Periodicals listed below from 1998 forward.  Access is restricted to the Office of Science.  DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SC e-journals link.  This is for the Office of Science and is not publicly accessible.

The North American Industry Classification System (NAICS) code for this requirement is 513120 with the size standard of 1,000 employees.  This notice of intent is not a request for proposals or quotes.

Any questions regarding this notice must be submitted in writing via e-mail to the point of contact or alternate point of contact. 

Any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received by January 6, 2026 by 3:30 p.m. EST.  Responses to this posting must be in writing and submitted to barnettn@osti.gov by 3:30 p.m. local time.  A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.  Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
