Update 2-Feb-2026

1. The CUI marking was removed from the Performance Spec attachment to align with its Distribution A designation. 

2. CPE STRI, through its software support contractor, is offering help desk (tech) support to any vendor seeking assistance integrating their NGTT platform with the TRACR II software. Additionally, the Government will assist any vendor in obtaining the TRACR II software baseline if needed. Please note that the closing date for solution briefs will not be extended on the basis of requests for the TRACR II software or due to the need for help desk support. The Government has determined that the TRACR II software is not required for the preparation of solution briefs.

Call for Solutions -- Next Generation Trackless Targets (NGTT) Family of Products (FOP) 

The U.S. Army Contracting Command - Orlando (ACC-Orlando) is issuing this Commercial Solutions Opening (CSO) under the authority of 10 U.S.C. § 3458 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 212.70. This CSO is intended to competitively acquire innovative commercial products or technologies to support the development and deployment of the: Next Generation Trackless Targets (NGTT) Family of Products (FOP)

The NGTT initiative aims to enhance training realism and Soldier lethality for U.S. Army personnel by providing advanced trackless mobile targets that simulate real-world scenarios in all relevant environments. The CSO seeks innovative solutions that address the following areas, desired solution, and attributes:

Capability Program Executive Simulation, Training and Instrumentation (CPE STRI) seeks to award a contract to provide innovative live-fire training devices directly related to simulating moving infantry and vehicle targets that can adapt to follow any path and do not require any permanent range structures to operate or protect them. Submissions in response to this CSO shall demonstrate realistic moving target device solutions which represent the movements and likeness of individuals and vehicles on various terrain. Suggested solutions shall also be deployable to locations inside and outside of the continental United States (CONUS and OCONUS) and capable of surviving and navigating all relevant environments and terrains found on U.S. Army live-fire ranges.

Additionally, target devices shall be able to:

  • Be made compatible with current Future Army System of Integrated Targets (FASIT) operating software (Targetry Range Automated Control & Recording II (TRACR II))
  • Represent the movements and likeness of individuals and vehicles on various terrain types to include sand, hills, mud, grass, vegetation, snow, etc.
  • Be engaged by, at a minimum, all small caliber ammunition up to and including .50 caliber and the 6.8 mm next generation family of ammunition.

With this Call for Solutions, the Government is seeking proven, innovative commercial solutions to support the development, production, and fielding of the Next Generation Trackless Targets (NGTT) Family of Products (FOP). This Call for Solutions is associated with the Army Open Solicitation (AOS), W9128Z-25-S-A002.

Government Operations During Lapse in Appropriations (Government Shutdown)

Offerors are hereby put on notice that in the event of a U.S. Government shutdown (i.e., a lapse in appropriations), the Government will not be able to conduct any business related to this solicitation.

  • Communication Blackout: During a shutdown period, Government personnel, including the Contracting Officer and all technical staff, are prohibited from working. Consequently, the Government may not be available to receive, acknowledge, or respond to any questions or inquiries pertaining to this solicitation. Any communication sent to the contracting office during this period will be addressed only upon the resumption of normal Government operations on all non-excepted programs.
  • Solicitation Closing Date: The closing date of this solicitation may be extended at the Government's discretion. The decision to extend the closing date, and the length of such an extension, will be determined by the Contracting Officer based on the duration of the shutdown period and the overall impact on the procurement schedule. Any changes to the closing date will be communicated via an official amendment to the solicitation.

Offerors are reminded that the only official and authorized source for answers to questions regarding this solicitation is the Procurement Contracting Office.

  • Sole Point of Contact: All inquiries, questions, and requests for clarification must be submitted in writing directly to the Procurement Contracting Officer listed in the Table of Page 1 of the Call for Solutions. Please copy the Contract Specialist.
  • Warning on Unauthorized Information: The Government shall not be bound by, and Offerors are expressly warned against relying upon, any information, clarification, or interpretation of this solicitation obtained from any source other than the Contracting Officer. This includes, but is not limited to, information received from other Government personnel, incumbent contractors, or any third party. An Offeror who relies on information from an unauthorized source does so at its own risk, and such reliance may be grounds for determining the Offeror's proposal to be non-responsive. Only written information provided by the Procurement Contracting Officer via a formal solicitation amendment can be considered to have modified the terms of this solicitation.
