Description

AMENDMENT 01 - 02/20/2026

Solicitation is amended to announce organized site visits, extend the request for information deadline to 2:00 PM CDT on March 12, 2026, and extend the quote due date to 2:00 PM CDT on March 20, 2026.  All other terms and conditions remain unchanged.

Organized site visits have been scheduled for March 3, 2026 at 10:00 AM Central Standard Time (CST) and March 4, 2026 at 1:00 PM CST.  The same information will be provided at both site visits, so offerors only need to attend one.  Contractors wishing to attend the site visit must RSVP by emailing josh.dobereiner@usda.gov by March 2, 2026 at 3:00 PM CST with the names of attendees, company they are with, and company(s) they are representing.  A Government issued photo ID is required for attendance.

The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.  Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.

Acknowledgement of amendment is required with proposal submission by either returning a signed copy of the SF-30 or completing section 19 on the SF-1442.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0195 is issued as a Request for Quotation (RFQ) for well repairs.

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 237110.  The small business size standard is $45.0 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.  Questions must be submitted no later than 3:00 PM Central Standard Time (CST) on February 20, 2026.  Answers to all questions received by that time will be posted as an amendment to the solicitation.  No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.  Telephone requests for information will not be accepted or returned.
