Description
The U.S. Army Contracting Command - New Jersey, on behalf of the office of the Office of the Project Manager, Maneuver Ammunition Systems (PM MAS), intends to issue a Request for Proposal (RFP) for 5.56mm M1042 Loose and M1071 Linked Marking Ammunition Cartridges for use in Close Combat Mission Capability Kit (CCMCK). The M1042 is fired in the M4/M4A1, M16A2/A3/A4 Rifles converted with the CCMCK Conversion Bolt, National Stock Number (NSN) 1005-99-132-2616. The M1071 is fired in the M249 Squad Automatic Weapon (SAW) converted with the CCMCK Conversion Bolt, NSN 1005-99-848-0609. The CCMCK is a user installed temporary weapon conversion system that allows the Warfighter to employ a specific individual weapon at a minimum engagement distance of five feet using low velocity marking ammunition while precluding the weapon from firing standard service ammunition.
The marking ammunition is a reduced-energy, non-lethal cartridge, that leaves a bright, water-soluble color marking compound on target upon impact, without penetrating the Warfighter’s Operational Camouflage Pattern on its Army Combat Uniforms (ACU) or Personnel Protective Equipment (PPE). The visible impact left by the marking compound allows for an accurate assessment of simulated lethality and shot placement.
Specifications: The Contractor shall manufacture, test, inspect, package and deliver the 5.56mm M1042 Loose and M1071 Linked Marking Ammunition Cartridges in accordance with the Military Performance Specifications (P-SPECs) MIL-PRF-32313 and MIL-PRF-32315, which shall be the government documents / requirements. The anticipated solicitation will provide details on how to obtain these military specifications.
Planned Acquisition: The Government intends to award one Firm Fixed Price (FFP) Requirements contract with five one-year ordering periods (OPs) from Fiscal Year (FY) 26-31. The contract award will be based upon Other Than Full and Open Competition (OTF&OC), in accordance with Federal Acquisition Regulations (FAR) 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is a Sole Source, full-scale production contract to Ultimate Training Munitions, United Kingdom with a possible maximum limit of contractor’s obligation to deliver a cumulative total of 255M 5.56mm M1042 Loose and M1071 Linked Marking Ammunition Cartridges.
The following Ordering Periods are anticipated:
Ordering Period (OP) 1: 12 months from date of award
OP 2: 12 months from the end of OP1
OP 3: 12 months from end of OP2
OP 4: 12 months from end of OP3
OP 5: 12 months from end of OP4
