SPECIAL NOTICE OF INTENT TO SOLE SOURCE WEB-BASED APPLICANT TRACKING SYSTEM SUBSCRIPTIONS User Access and Data Storage to an Existing System The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) on behalf of Workforce Management and Consulting (WMC) intends to issue a sole source purchase order to KAMEDDATA.COM, Inc. for the National Recruitment Service (NRS) Applicant Tracking System. This contract is for user access and data storage to the existing system with a period of performance of twelve (12) months. This database service to retain over 90,000 current applicant records are not available or feasible to be replicated through any other sources. The VA intends to solicit and negotiate with KAMEDDATA.COM, Inc., 4400 Bayou Blvd, Suite 12, Pensacola, FL 32503. This service is specific to one contractor. This web-based applicant tracking system (ATS) is to be used by VHA-designated recruitment, management, and support staff working VHA-wide to be used throughout the VHA for lead sharing and provide the contractor s existing platform for standardized and centralized capturing of leads, tracking, and reporting recruitment activities. Due to large amounts of active and existing data on the current platform and a need for work-flow continuity this procurement is being conducted in accordance with RFO 6.103-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 541519 and the Small Business Administration Size Standard is $34 Million. This notice of intent to is not a request for competitive quotes. No solicitation document is available, and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
