Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii). FA468626QS011 is issued as an RFQ.
(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.
(iv). This will be solicited as a Set-Aside Status: 100% Small Business set-aside, with an associated NAICS code 561790 – Other Services to Buildings and Dwellings and a small business size standard of $9.0M.
(v). A list of line item number(s) and items, quantities, and units of measure is identified in Attachment 1 - Solicitation, Under Supplies or Services & Prices or Costs. Offerors shall return completed as part of quote submission.
(vi). This requirement is for a non-personal service to provide the 9th Civil Engineering Squadron (CES) at Beale AFB scheduled annual, semi-annual, and quarterly kitchen hood and duct cleaning for multiple locations on Beale AFB. The Contractor shall provide routine cleaning services to all kitchen exhaust hood and ducts at nine (9) facilities on Beale AFB, California, which can be found in Attachment 2 - PWS-HoodandDuct CleaningSrvc, Under List of Facilities, Frequencies, and Hood Count. The contractor shall perform cleaning services that shall include, but not limited to, procedures such as using a power jet washer, hand scraping, and hand wiping. An exhaust hood and duct system is defined as a continuous passageway for the transmission of air and vapors. This system includes all containment components, duct fittings, dampers, plenums, filters, other air-handling equipment, the fan and blower housing, fan wheel/blades, and fan drip containers. The Contractor shall comply with National Fire Protection Agency (NFPA) Standards 17A, 96, Air Force Instruction (AFI) 91-203, the manufacturer’s instructions and all applicable local, state, and federal rules and procedures. The Contractor shall provide all personnel, equipment, tools, supplies, materials, and any other items necessary to perform cleaning services of the kitchen exhaust hood and ducts.
(vii). Date(s) and place(s) of delivery and acceptance and FOB point is identified in Attachment 1 - Solicitation, Under Deliveries or Performance Schedules. Place of Contract Performance: Beale AFB, CA; Period of Performance: 17 April 2026 – 16 April 2031; Includes a Base Year plus four (4) option periods.
(viii). The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.
(ix). The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in Attachment 1.
(x). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.
(xi). The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
(xii). The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Products and Commercial Services, applies to this acquisition and the additional FAR clauses cited in Attachment 1 are applicable to the acquisition.
(xiii). There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) necessary for this acquisition.
(xiv). The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
