Description

IAW RFO 5.101(c)(4):

(i) The 2nd Air Support Operations Squadron(2ASOS) is seeking to procure specialized L3Harris Antenna Equipment, to include the following repair kits: Transit Case Upgrades, Leak Test Upgrades, Assembly/Disassembly Bench, 117GSpares, 160 Spares, 163 Spares, 167 Spares, and Hubs. This equipment is critical for Special Warfare training and real world operations to advance the adaptive mission and prevent operating with degraded communication packages. The specific technical specifications for L3Harris Antenna Equipment are attached.

(ii) In accordance with FAR 12.201-1(c), this pre-solicitation is being published on the Government Point of Entry to document the requirement. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) selection process. Under this method, the contract is awarded to the bidder who proposes the lowest price, as long as their technical proposal satisfies the minimum standards stipulated in the salient characteristics document. Funds have not been received yet, so the anticipated contract award date is TBD.

(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

(viii) An offeror’s proposed product must meet the specification requirement in order to be eligible for award (see salient characteristics document).

The proposed contract action is anticipated to be a sole-source acquisition to WepTac A.G., justified by the highly specialized training requirements of the customer. Technical data will not be furnished as part of this notice. Notwithstanding this, all responsible sources may submit a statement of capability, quotation, bid, or proposal, which will be considered by the agency. An offeror’s proposed training must meet the requirements listed above in order to be eligible for potential award. If no eligible responses are received in response to this noncompetitive contract action presolicitation notice, the award will be made to WepTac A.G..
Funds have been received; however, the anticipated contract award date is TBD due to publication of this notice.
