Description

Amendment 0002

The Government is issuing this amendment to reinforce and restate mandatory technical submission requirements and to ensure consistent understanding among offerors. In addition, the response due date is March 26, 2026 at 1:00PM (PST). 

Submission: 

Part-II-Technical which must address all the technical factors in the evaluation criteria. The contractor must not just repeat the requirements in the PWS but provide the Government with a course of action/plan on how their company will successfully accomplish all the requirements.

Required Submissions:

Offerors must have two (2) years’ experience performance in high-visibility, high traffic areas where operations must be conducted without disrupting ceremonial or public activities. Offeror must have certification from a recognized green cleaning program such as Green Seal, UL ECOLOGO, or ISSA CIMS-Green Building (GB) Standard. Contractors must have experience with CIMS performance standards. CERTIFICATION MUST BE INCLUDED WITH QUOTE

Key Personnel: Offerors must identify by name:

  • Site Manager
  • Contract Manager
  • Contractor Quality Control (CQC) Manager

Each must include a one-page resume documenting qualifications, experience, certifications, training, roles, and responsibilities. Failure to identify required personnel and submit resumes at time of quote may result in a finding of unacceptable.

Subcontractors: Offerors must identify all subcontractors by name and describe the work each will perform.

Quote Resubmission: Offerors may submit a complete revised quote. The Government will evaluate quotes based solely on submissions received by the revised closing date.

Award will be made to a technically acceptable offeror whose price is determined fair and reasonable.

Requirement: The contractor shall provide all labor, supervision, equipment, tools, materials, and supplies necessary to perform complete janitorial services at Riverside National Cemetery in accordance with PWS.
