EXTENDED RFP AND Q&A

The U.S. Army invites proposals from qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) to provide comprehensive portable latrine and handwash station services at the National Training Center (NTC) and Fort Irwin Installation.

This solicitation is for a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The purpose of this contract is to ensure sanitary facilities are available for soldiers and personnel across the installation and training areas.

Key Contract Details:

  • Contract Type: Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ)

  • Period of Performance: The contract will have a 60-month ordering period, from 01 May 2026 through 30 April 2031.

  • Set-Aside: This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be certified as an SDVOSB in the System for Award Management (SAM.gov) at the time of proposal submission to be considered.

  • a. The solicitation will result in one (1) award of a firm fixed-price Indefinite Delivery Indefinite Quantity
    (IDIQ) contract with a base plus four (4) option years with a minimum guarantee of $2,500.00. Award will be
    made in accordance with FAR 15.101-2, Lowest Priced Technically Acceptable source selection procedures
    resulting from the evaluation of the offerors' response to the solicitation.

Summary of Requirements:
The selected contractor will be responsible for providing all necessary personnel, equipment, and supplies to deliver, place, service, and remove portable sanitation units. This includes standard and ADA-compliant latrines and handwash stations. Services must include regular cleaning, waste pumping and disposal in accordance with all regulations, and restocking of all supplies (e.g., toilet paper, soap). Specific requirements will be detailed in individual Task Orders issued against the base contract.

Proposal Submission:
Interested offerors are responsible for carefully reviewing all documents included in this notice. The full Request for Proposal (RFP), including the Performance Work Statement (PWS), are attached to this notice.

EXTENDED: Proposals must be submitted in accordance with the instructions detailed in the attached RFP document no later than 25 March 2026 @ 1200 PST.
