Description
AFSC/PZIOC Infrastructure Support Branch, Robins AFB, GA offers this opportunity to be accomplished using competitive acquisition procedures, 100% set-aside for Small Business. The government reserves the right to further select to a socio-economic set aside if deemed appropriate by the time of solicitation.
Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all necessary components to complete the NEW PAVING contract at Robins AFB, GA. This will be a firm-fixed price indefinite delivery, indefinite quantity (IDIQ) contract for paving requirements in support of real property maintenance, repair, alteration, and /or new roadways.
Period of Performance and Magnitude: The combined aggregate maximum contract amount of the IDIQ will be no more than $40 million over five years. The period of performance is anticipated to be for one 12-month base period and four 12-month option periods. The guaranteed minimum contract amount will be $2,000 for each task order, individual task orders will vary in size and complexity. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each task order. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237310 with a small business size standard of $45 Million. The scope of projects range from $25,000 to $2.0M. It is anticipated that a multiple award contract will result from the solicitation.
The successful contractor(s) will be selected using Low Price with Special Standards of Responsibility (SSR) in accordance with FC 9.104-1. Additional information regarding the Instructions to Offerors and Evaluation Criteria for Award will be located in the resultant solicitation.
Note: All firms or individuals responding must be registered with the System for Award Management (SAM). The entire solicitation will be made available on the web site at https://beta.sam.gov/. Paper copies will not be available. All firms or individuals responding must adhere to DOD Assessment Requirements for NIST/SPRS: 252.204-7019 NIST SP 800-171 DoD Assessment Requirements, 252.204-7020 NIST SP 800-171 DoD Assessment Requirements, and 252.204-7024 Notice on the Use of the Supplier Performance Risk System. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
The Government anticipates releasing the RFP in mid-April 2026 to early May 2026.

2. The offeror shall provide documentation exhibiting proof of the following:
Working Relationship with a Professional Architectural and Engineering Firm registered in the State of Georgia to perform and seal all required design documents.
Acceptable Documentation - Letter from AE firm showing a working relationship with a copy of their professional seal. The AE must document this relationship within the respective letter.
