THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy (DOE) Office of Scientific and Technical Information (OSTI) plans to contract by means other than full and open competition. This requirement is being procured in accordance with FAR 13.106(b) and with Federal Acquisition Regulation (FAR) Part 6.302, as promulgated by 41 U.S.C. 3304. DOE intends to award this requirement as a sole source to the American Chemical Society (ACS.) ACS is the sole provider for access to the required online journals.
The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC) an online journal subscription for ACS journals and the ACS Legacy Archives. Subscription is by calendar year. Access is restricted to the Office of Science. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button. This for the Office of Science and is not publically accessible. Subscription period is for the 2026 calendar year.
The North American Industry Classification System (NAICS) code for this requirement is 513120 – Periodical Publishers, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes.
Any vendor who believes it is capable of meeting the DOE-OSTI’s requirement as stated herein may submit a response, which will be considered only if received by January 6, 2026 by 3:30 p.m. EST. Responses to this posting must be in writing and submitted to barnettn@osti.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
