Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1) with MathWorks Inc., for the acquisition of MathWorks Enterprise Licenses and Maintenance Support needed by NIST, Gaithersburg, Maryland for a one-year period of performance.
Sole Source determination is based on the need to renew MathWorks MATLAB software licenses and maintenance support needed by the Gaithersburg and Boulder Campuses.
The US Department of Commerce (DOC) National Institute of Standards and Technology (NIST) use MathWorks’ MATLAB and related Toolbox products to provide computation, visualization, and programming in support of NIST's mission. The NIST Scientific Software Working Group has the need to increase its access to all of MathWorks’ software tools currently in use to support the science conducted in the NIST laboratories.
MathWorks MATLAB is necessary in order to maintain the continuity of the maintenance support to ensure uninterruptable and reliable service. The MathWorks Software Maintenance Service (SMS) provides access to new features and usually deliver in general releases twice each year; direct technical support provided by MathWorks support staff to resolve technical issues and get technical solutions through telephone, e-mail, and Web assistance provided by specialized support engineers; ability of the online license management to view license details, manages user permissions, activate software, and get passcodes for previous releases, and obtain order status; ability to add new products to the existing license at any time, a SMS subscription allows access to the latest release to ensure compatibility with new versions of MathWorks products; and bug fixes are received via twice-yearly general releases and periodic Web updates, as well as interim solutions from MathWorks technical support.
MathWorks, Inc., is the only known vendor capable of providing the software licenses and maintenance support.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 a.m. Eastern Time on February 17, 2026 will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
