Why: The Middle East District seeks innovative and comprehensive ADDM that fundamentally transform how we approach project development and execution. We are challenging our industry partners to propose holistic solutions that integrate novel design concepts, cutting-edge construction techniques, and progressive project delivery frameworks.  Our problem statement is:

How can USACE and Industry collaboratively structure and execute projects to significantly reduce delivery schedules, improve cost-effectiveness, and enhance the overall quality and life-cycle value of our infrastructure, moving beyond the limitations of our current delivery models of Design-Bid-Build (D-B-B) or Design-Build (D-B)?

The United States Army Corps of Engineers (USACE) is committed to delivering vital public and military engineering services in an increasingly complex and dynamic environment. Our traditional design-bid-build and even design-build project delivery models, while historically successful, face growing pressure from accelerated timelines, constrained budgets, and the need for greater innovation to solve the nation’s toughest engineering challenges.

In addition to registering for the event, please return the attached Questionnaire to the USACE Points of Contact (see below) via email.

Please submit the completed questionnaire attached with this notice along with any topic related feedback and/or written products to LTC Jerry Andes II at jerry.o.andes@usace.army.mil; SFC Igor Malyshev at igor.d.malyshev@usace.army.mil, and Jeanette Farrell at Jeanette.M.Farrell@usace.army.mil, no later than (NLT) 4:00 PM EDT on 20 March 2026.  Use the Subject Line: Town Hall with Industry - March 2026-Topic Feedback.

FAQ

How do I use the Market Snapshot?

It summarizes awarded-contract behavior for the opportunity’s NAICS and sector, including a recent pricing band (P10–P90), momentum, and composition. Use it as context, not a guarantee.

Is the data live?

The signal updates as new awarded notices enter the system. Always validate the official award and solicitation details on SAM.gov.

What do P10 and P90 mean?

P10 is the 10th percentile award size and P90 is the 90th percentile. Together they describe the typical spread of award values.
