Description
The U.S. Embassy Hanoi has a requirement for a responsible contractor to provide Services and Supplies for the Renovation and Expansion Construction of the Medical Unit of the U.S. Embassy in Hanoi, Vietnam.
All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal:
- Be proficiency in English, particularly with respect to construction technical language;
- Have an established business with a permanent address and telephone listing in Vietnam;
- Be able to demonstrate prior construction experience with suitable references;
- Company with 5 years demonstrated successful experience constructing similar projects in accordance with office renovation and expansion, medical equipment supplies.
- Have the necessary personnel, equipment and financial resources available to perform the work;
- Have all licenses and permits required by local law;
- Meet all local insurance requirements;
- Have the ability to obtain or to post adequate performance security, such as bonds, irrevocable letters of credit or guarantees issued by a reputable financial institution;
- Have no adverse criminal record;
- Have no political or business affiliation which could be considered contrary to the interests of the United States, and
- Have proof of the System for Award Management (SAM - www.sam.gov) registration to include the SAM UEI number.

A site visit has been scheduled at 14h00 on March 19, 2026 to fully inform bidders of all the conditions and limitations applied to the contract. All prospective quoters who receive the solicitation package are invited to attend. List of participants (max 02 participants/quoter with full names, ID and cellphone numbers) must be submitted before 12h00 PM local noon time March 18, 2026 to Dang Lan Anh at DangAL@state.gov and Bui Huyen Trang at BuiTH@state.gov. Participants will be met at site address: 7 Lang Ha, Hanoi, Vietnam. Questions regarding solicitation requirements are to be submitted to Bui Huyen Trang at BuiTH@state.gov on or before March 20, 2026 at 17h00 PM local time. Questions submitted after this time will not be accepted and answered.
