Description
The 341st Contracting Squadron intends to award on a sole-source basis a contract to Lumen Technologies Government Solutions, Inc. (Lumen) to support Malmstrom Air Force Base’s (MAFB) Long-Distance and Local Telecommunication Service requirement.
Malmstrom currently has an indefinite delivery, indefinite quantity (IDIQ) contract for its Local Telecommunication Services with Lumen. The contract's period of performance is ending on 31 October 2026. Due to Malmstrom's limited long-distance telephone lines, 341st Communications Squadron needs a long-distance to begin as soon as possible to address delays experienced by its users. Thus, a new procurement for a sole-source is required for the following telecommunication services:
Long-Distance only to start from 1 March 2026 to 31 October 2026 until the Local telecommunication service ends. The contract will continue with a combined Long-Distance & Local telecommunication service from 1 November 2026 to 28 February 2031, totaling a five-year ordering period.
With Lumen being the incumbent provider for MAFB’s Local Telecommunications Service, their infrastructure and equipment, including the physical demarcation point, is already established on premises. A continuation with Lumen would avoid new construction, equipment changes, and a complete reconfiguration of the installation’s Cisco Unified Communications Manager (CUCM) and Session Border Controllers (SBC) which currently support nearly 6,000 active telephone lines. Moreover, maintaining this provider would prevent unavoidable outages during cutover for all telephone lines which would significantly impact daily operations and mission readiness.
THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that the competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
