Request for Information (RFI): Request For Comment and Feedback on the United States (US) Army Positioning, Navigation, and Timing (PNT) proposed updates to IS-GPS-153E, the GPS Standard Serial Interface Protocol (GSSIP), and CI-MGUE/GA-880B, the MGUE Increment (Inc.) 2 Ground Application (GA) Receiver Technical Requirements Document (TRD), to support future development of MGUE Inc. 2 ground domain derivative products that are backward compatible with systems that currently integrate MGUE Inc. 1 ground domain derivative products, e.g. BAE MPE-M, BAE MicroGRAM-M, or L3H TruTrak-M Type II.
Synopsis
The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Division C, in support of Project Manager (PM) PNT, Capability Program Executive (CPE) Electronic Warfare and Sensors (IEW&S) is requesting industry feedback on feasibility and ability to implement, as well as general comments on the US Army PNT proposed MGUE Inc. 2 to Inc. 1 backward compatibility updates. The PM PNT proposed MGUE Inc. 2 to Inc. 1 backward compatibility updates include (1) changes to IS-GPS-153E to add data fields from the MGUE Inc. 1 Serial Interface Document(MSID)-001B and (2) redlines to the Small Serial Interface (SSI) form factor Appendix D of CI-MGUE/GE-850G, the MGUE Inc. 1 Ground Embedded (GE) Receiver TRD as the basis for a Specification Change Notice (SCN) to CI-MGUE/GA-880B. The PNT proposed MGUE Inc. 2 to Inc. 1 backward compatibility updates will allow applying the MSID-001B data input/output and SSI form factor to future MGUE Inc. 2 derivative products that will otherwise comply with the GA TRD and IS-GPS-153E, as applicable to the product development.
The proposed PNT MGUE Inc. 2 to Inc. 1 backward compatibility updates are export controlled under a DISTRIBUTION STATEMENT D. To obtain a copy of the document for review purposes, your eligibility will have to be verified by the Government. At this time, PM PNT is only soliciting comments back from
verified Cleared Defense Contractors with an active Commercial and Government Entity (CAGE) Code. The adjudication and response process is as follows:
1. The interested and cleared company provides the ACC contracting point of contact (POC) with the required information, detailed below.
2. ACC forwards the company CAGE code and POC information to PM PNT.
3. PM PNT Security verifies that a valid company clearance exists in the Department of Defense (DoD) Industrial Security Facilities Database (ISFD).
4. PM PNT releases a soft copy of the proposed PNT MGUE Inc. 2 to Inc. 1 backward compatibility updates and comment response matrix (CRM) to the verified company POC.
5. The company reviews the proposed PNT MGUE Inc. 2 to Inc. 1 backward compatibility updates and fills out the CRM with comments.
6. The company submits a copy of the CRM and accompanying files via DoD SAFE to Michael Dash, michael.dash.1.ctr@spaceforce.mil, no later than 27 February 2026. Please include RFI ID number proposed PNT MGUE Inc. 2 to Inc. 1 backward compatibility updates RFI in the ’Short note to the Recipients’ section of DoD SAFE.
7. Further correspondence, including questions and comments, will be handled by PM PNT.
This RFI is for Industry feedback only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or an obligation on the part of the Government to acquire or modify any products or services. Responses to this request are voluntary and will not affect an organization's ability to submit a proposal if, or when, an RFP is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued.
No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of responses and cannot be accepted by the Government to form a binding contract. The Government reserves the right to reject input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.
The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information.
No award will be made as a result of this request. This request is for informational purposes only to promote exchanges of information with industry in accordance with FAR part 10. The Government will not pay for any information and/or materials received in response to this request for information and is in no way obligated by the information received.
Parties responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Army PNT RA v2, is not binding and does not dictate contract direction at this time. Any and all ongoing efforts for PM PNT or any other Project Manager will continue to follow current contractual agreements.
All information and materials that are marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Information and materials submitted in response to this request will not be returned. Clarification and/or comment adjudication may require follow-up contact.
