Description

1.0    DESCRIPTION 

The Department of Health and Human Services (HHS), National Institutes of Health (NIH), Center for Information Technology (CIT), intends to procure, on a sole source basis, an AI medical imaging and analytics platform, including associated licensing, deployment, and technical support services, from PaxeraHealth Corporation, 85 Wells Avenue, Suite 120, Newton, MA, 02459.

The AI platform is a commercial, zero-code, multimodal artificial intelligence (AI) authoring and deployment solution designed for medical imaging environments. The platform enables investigators to develop, train, validate, and deploy custom AI algorithms; allows development of cohorts of imaging examinations for the training and testing of those developed algorithms; create and annotate training datasets; execute inference workflows; and manage the archival of datasets and models. The solution can integrate with existing Picture Archiving and Communication Systems (PACS) and operate within high-performance computing (HPC) environments to support mission-critical clinical and research workflows.

The publicizing of this notice is in accordance with Revolutionary Federal Acquisition Regulation (RFO) 5.101(a). This acquisition will be processed under FAR Part 12 – Acquisition of Commercial Products and Commercial Services and will be made pursuant to the authority at 41 U.S.C. 1901, utilizing simplified procedures in accordance with RFO 12.201-1. Competition is being restricted in accordance with RFO FAR 12.102(a), based on the Contracting Officer’s determination that only one source is available to meet the Government’s requirements due to the proprietary nature of the AI platform and its unique integration capabilities within the NIH computing environment. The applicable North American Industry Classification System (NAICS) code is 541519 – Other Computer Related Services, and the associated small business size standard is $34 million.

2.0    UNIQUE QUALIFICATIONS OF THE CONTRACTOR

The proposed contractor, PaxeraHealth Corporation, is the original developer and sole proprietor of the AI medical imaging and analytics platform. PaxeraHealth exclusively owns the proprietary source code, software architecture, and intellectual property rights associated with the AI platform and is the only entity authorized to provide licensing, software updates, platform modifications, and technical support services.

While other vendors may offer artificial intelligence tools for medical imaging, only PaxeraHealth provides the AI platform with its integrated zero-code model development environment, dataset annotation capabilities, inference engine, and native interoperability with clinical imaging systems. The proprietary design of the AI, including its algorithm development framework and system architecture, requires direct OEM support to ensure secure deployment, proper integration with NIH’s on-premises high-performance computing (HPC) infrastructure, and continuity of mission-critical clinical and research operations. The AI can integrate with existing Philips Vue Picture Archiving and Communication Systems (PACS) and Fuji Synapse Vendor-Neutral Archive (VNA) and operate using Graphics Processing Unit (GPU) resources within NIH’s high-performance computing (HPC) environments to support mission-critical clinical and research workflows.

Accordingly, PaxeraHealth is the only responsible source capable of meeting the Government’s minimum requirements for deployment, integration, maintenance, and support of the AI platform. No other supplies or services will satisfy agency requirements without unacceptable technical risk, disruption to ongoing clinical workflows, or substantial duplication of cost that is not expected to be recovered through competition.

3.0    RESPONSE INSTRUCTIONS

This notice is not a request for competitive quotations. However, all responsible sources may submit a capability statement, which will be considered by the agency. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow the Office of Mission Acquisition Solutions (OMAS) to determine if the party can fulfil the requirement. All responses must be sent via email to Contract Specialist, Jordan Neal, at jordan.neal@hhs.gov by no later than 3:00 pm EST on 3/5/2026. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. To receive an award, Contractors must be registered and have valid certification through SAM.gov. Reference: 75N98026R00006 on all correspondence.
