The requirement is for the US ARMY Communication Electronics Command (CECOM) Army Software & Innovation Center (ASIC) Army Reprogramming and Analysis Team (ARAT) engineering support and ARAT Electromagnetic Warfare research and development.
ARAT Research and Development engineering support includes strategic technical planning, system engineering and planning, system analysis and integration, strategic planning, resource determination to ensure reasonable return on investment, contingency and mission support, program oversight, and analysis of emerging technologies.
ARAT Electromagnetic Warfare R&D support includes Electromagnetic Warfare Test Modernization tasks, needed to enhance laboratory infrastructure to develop and test Mission Software Products (MSP); EW Requirements Optimization tasks to more rapidly develop MSP requirements for development and test; and enhancements to a software portal to distribute MSP and threat modeling and simulation products to soldiers and joint service reprogramming centers.
The Government requires this support due to having both insufficient Government staff and insufficient Government staff available at the specified locations to perform projected research and development efforts over the projected period of performance.
