The estimated quantities are to support up to 180 printers, with offers due by 2026-02-22 23:00 UTC via electronic submission (email size limit 25MB). The Government may award based on initial offers without discussions, increasing the importance of a complete, competitive first submission. What the buyer is trying to do

Establish a firm-fixed-price BPA to reliably source and deliver the specific toner cartridges currently in use at the U.S. Embassy Rome, sized to meet ongoing demand for up to 180 printers, using an email-based electronic proposal process and potentially awarding without negotiations.

Work breakdown
  • Confirm solicitation release on SAM.gov (notice states it is not ready as of posting) and pull all attachments from the provided resource links.
  • Identify the exact toner cartridge SKUs/compatibility requirements for the Embassy’s installed printer fleet (up to 180 printers) from the solicitation package once issued.
  • Source compliant toner cartridges (OEM or acceptable equivalent only if allowed by the solicitation) and build a supply plan to avoid stockouts for recurring BPA calls.
  • Plan and execute delivery logistics to Rome, Italy for Embassy receipt (shipping, local distribution, and delivery scheduling as required by the solicitation).
  • Prepare and submit an email proposal prior to 2026-02-22 23:00 UTC, ensuring total email size stays under 25MB (split emails if necessary).
  • Ensure SAM registration is active prior to submission (FAR 52.204-7).
  • Price a firm-fixed-price BPA structure consistent with the solicitation’s BPA call ordering expectations (e.g., unit pricing by cartridge type, delivery terms).
Response package checklist
  • Active SAM registration prior to offer submission (per FAR 52.204-7 as cited in the notice).
  • Email submission plan that keeps each email under 25MB (split into multiple emails if needed).
  • Pricing response aligned to a firm-fixed-price BPA (likely unit prices by cartridge line item plus any delivery/handling as permitted by the solicitation).
  • Product compliance documentation tied to the exact toner cartridge models/part numbers in the solicitation (cut sheets/brand and model identifiers).
  • Delivery approach for Rome, Italy consistent with the solicitation’s delivery/receipt requirements (addressing lead times and ordering under a BPA).
  • A complete ‘initial offer’ package (because the Government may award without discussion).
