Description

The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: 

M-Wing Basement Upgrade 

U.S. Consulate General Frankfurt, Germany  

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price construction contract in the third quarter of Fiscal Year 2026. 

The offeror shall provide construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe.  

The U.S. Consulate General Frankfurt has a requirement to obtain construction services for external basement waterproofing works including basement walls adjacent to exterior paved areas, light wells, façade transitions in the Consulate General Frankfurt, M – Wing, located on Gießener Str. 30, 60435, Frankfurt am Main 

The Contractor shall furnish all labor, materials, equipment, tools, supervision, and services necessary to perform the Basement Waterproofing Construction. The works include but are not limited to: 

Submit shop drawings and calculations, site preparation, excavation works, substrate preparation, priming, waterproofing application, drainage and protection installation, seal basement windows and install light wells, electrical and plumbing coordination, backfilling, surface reinstatement etc. Full Statement of Work to be provided in the solicitation.  

The estimated magnitude for the entire project is between $300,000.00 and $1,000,000.00 U.S. Dollars Note: The provided range is a relatively wide range only, in order to give potential offerors a very general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated. 

Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov  no later than May 10, 2026, using the solicitation number 19GE5026R0057 in the subject line.  

DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun’s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.   

The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information.  Only companies submitting a letter of interest and complete “Application for Solicitation Document” check list attached hereto may receive a copy of the solicitation package/documents when available. 

The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected.  

Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Germany.     

A pre-proposal conference and site visit and shall be tentatively scheduled for May or June 2026, precise dates will be provided to interested offerors with the solicitation package.
