Description
This notification is for market research purposes only to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this requirement and it is not to be construed as a solicitation. The issuance of this RFI and responses thereto do not imply a commitment to release a solicitation. A determination by the Government not to compete any or all portions of the work discussed in this RFI rests solely within the discretion of the Government. The Government will not pay for time, effort, materials, or any other costs that arise as a consequence of responding or providing information related to this RFI.
The purpose of this RFI is to conduct market research to determine if responsible sources exist and if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems Code is intended to be 812320 (Dry Cleaning and Laundry Services) which has a corresponding size standard of $8M or fewer employees and Product Service Code S209 (Housekeeping). The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small business, to include 8(a), Service-Disabled Veteran-Owned, historically underutilized business zone (Hubzone), and Women-Owned small business concerns.
REQUIREMENT: The Defense Health Agency Contracting Activity (DHACA), in support of United Stated Army Medical Research Institute of Chemical Defense (USAMRICD) located at Aberdeen Proving Ground (Gunpowder, Maryland, 21010), has a requirement for picking up soiled laundry generated from training exercises; verifying quantities; cleaning items according to specified procedures (see Draft Performance Work Statement); removing soil and stains within specified limitations; folding, bundling, and packing cleaned items; replacing damaged or lost items; and delivering clean laundry and of Joint Service Lightweight Integrated Suit Technology Suits, barrack bags, rags, huck towels, head harnesses, gloves and glove liners, and laundry bags. The number of items and number of service calls are listed in the Attachment of this notice (Draft Performance Work Statement). The Period of Performance is anticipated to be one (1) twelve-month base year and four (4) twelve-month option periods.
ELIGIBILITY REQUIREMENTS:
- Location to USAMRICD. The Contractor shall pick up at Aberdeen Proving Grounds, E2900 Ricketts Point Road, Gunpowder, Maryland 21010. Pick up and drop off of items is during regular business hours (0830-1530 EST) Monday through Friday. No weekend or evening pick up or drop offs.
- Commercial practices are used for washing, drying, and folding these types of items.
- Drying capacity for these types and quantities of items.

This RFI is issued solely for informational and planning purposes. No funds are available to fund the information requested. The information in this notice is current as of the publication date but is subject to change and is not binding on the Government. Oral submissions of information are not acceptable.
